Access Is A Different Job From Representation.
An information authorization helps the firm inspect the record. A power of attorney allows an eligible individual to act within its stated authority. Signing Form 8821 does not engage the firm to negotiate, advocate a position or handle an audit.
Three Choices Worth Reading.
- The matters and periods. Identify what information the designee may access.
- Notice copies. The election on line 2 controls the request for copies sent to the designee.
- Software access. Line 3 separately asks whether the designee may use an Intermediate Service Provider.
- The service engagement. Agree what the firm will do with authorized access; the form itself does not purchase a service.
Without the line 3 provider authorization, the IRS instructions say the designee can obtain information directly using the IRS e-Services Transcript Delivery System. We confirm the permissions appropriate to the actual workflow rather than treating one checked box as consent to everything.
An Example From The IRS Instructions.
The IRS uses an income-tax Form 1040 year and an excise-tax Form 720 year to show how matters and periods are specified. Naming one does not silently authorize the other. The example illustrates why an account-monitoring scope needs identified forms and periods.

Clear Answers Before You Begin
Questions & Answers
Does An 8821 Cover Every Tax Year?
No. The form identifies tax matters, form numbers and years or periods. The IRS instructions reject broad references such as all years or all taxes. The monitoring engagement must match the authorized scope and the information actually available.
Does My Authorization Cover My Spouse?
Not automatically. For a joint return, Form 8821 authorizes the designee for the individual who signs it. The IRS instructions require a separate Form 8821 for the spouse or former spouse to designate a designee.
Will My Designee Automatically Receive Every Letter?
Do not assume that information access alone arranges notice-copy delivery. Form 8821 has a separate notice-copy election on line 2. Keep forwarding letters you receive even when that election is made.
Can I Revoke An Authorization?
Yes. The IRS instructions describe revocation and withdrawal procedures. Tell the firm if you want monitoring stopped, and address the IRS authorization separately; ending a service and revoking IRS information access are different actions.
