The Refund Arrived.
Was It Complete?

A deposit tells you that money arrived. It does not tell you whether the file is finished.

Does Florida Owe Interest On Your Refund?

Possibly. Qualifying state tax refunds can include interest, subject to the governing rules. The agency, tax type and claim timeline matter. Check the paperwork before treating the deposit as the final answer.

A Refund and an Interest Payment Are Two Questions

SEI Fuel Services had paid approximately $3.18 million in duplicate Florida motor-fuel taxes. After litigation over the refund, the state returned the principal without interest. In its October 22, 2025 opinion, Florida’s First District Court of Appeal reversed the dismissal of a separate interest action and directed the circuit court to grant relief and determine the amount owed.

The opinion treated the application as complete when filed on September 24, 2019, given the Department’s position in the earlier proceeding. That case-specific history matters. It is not a shortcut for declaring every refund application complete. Read The Court’s Opinion (PDF).

Build A Timeline You Can Actually Prove

Before asking whether an interest amount is correct, put the claim in order. A folder of screenshots is a start. A dated record showing what was filed, requested, supplied and paid is more useful.

  1. Start With The Claim. Keep the application and attachments, tax periods, amount requested and proof of submission.
  2. Keep The Conversation. Preserve requests for missing information and your responses, including delivery evidence.
  3. Read The Decision. Separate the amount approved from the amount deposited. Look for an interest calculation or explanation.
  4. Match The Money. Reconcile the payment against the decision and your records. Note credits applied to an account as well as cash received.
  5. Write Down The Unanswered Question. “Where is the interest calculation?” is a more useful starting point than “the refund looks wrong.”

The Claim Date Matters

Florida’s published 2026 statute includes an important applicability note: the listed amendments first apply to refund claims filed on or after January 1, 2027. Do not apply that later claim framework to an earlier refund merely because it appears on the current statutory page.

The rules also contain conditions and exceptions; corporate income-tax interest has separate statutory provisions. A sound review identifies the applicable law before selecting dates or rates. This page does not calculate an entitlement. Read Section 213.255 And Its Applicability Notes.

Ask for the Calculation, Not A Guess

If the breakdown is missing or unexplained, ask for a written explanation that identifies the principal, interest period and rate used. Keep it with the underlying claim. An unanswered question is worth resolving while the records are together, rather than rediscovering it months later.

State refund law and federal tax administration are different subjects. Identify the agency first. A Florida Department of Revenue payment is not an IRS refund, and this case should not be used as a universal rule for property-tax refunds or other payments.

Questions Worth Asking

Does Florida Pay Interest On Tax Refunds?

Qualifying refunds administered by the Florida Department of Revenue can carry statutory interest. Eligibility and timing depend on the tax, applicable law and claim facts. It is not a promise of interest on every refund.

Does This Apply To My IRS Refund?

This article concerns Florida state tax refunds. Federal refund-interest rules are separate. Start by identifying which agency issued the payment.

Does The Guide Cover This Florida Court Case?

The Guide is a federal tax reference for compliance, planning and resolution. This Florida case is a separate state-law resource; we do not present it as a chapter from the book.

What Should I Bring To A Review?

Your refund application, submission receipt, agency requests and responses, decision notice, refund breakdown and payment record. Keep copies together and preserve the original dates.

Bring the Facts. We’ll Identify the Next Step.
